Between the 10th and 12th February 2012, PPRC monitored the conduct of political parties in the 2nd phase of the BVR process conducted by the National Electoral Commission (NEC). This was consistent with the Commission’s mandate to monitor the conduct of political parties. The following indicators guided the monitoring process:
Level of participation in the BVR process by political parties;
Level of electoral security provided to party agents & BVR process
Level of operation with the BVR process by agents/officials of NEC;
Incidence(s) of parallel voter registration by party agents;
Level of compliance by party agents with either rules, regulations of NEC or with the Electoral Laws Act;
Level of comportment of party agents or supporters at BVR centers;
